What the standard is trying to prevent

ISPM-15 exists because raw wood packaging is a superb vehicle for smuggling forest pests across continents. Wood-boring insects like the Asian longhorned beetle and the emerald ash borer have devastated forests after hitching rides in untreated crates and pallets. The standard, published under the International Plant Protection Convention, sets a common treatment and marking regime so that a pallet cleared in one country is trusted in another without each nation inventing its own rules.

The scope is specifically solid, non-manufactured wood: the boards and blocks of ordinary pallets, crates, and dunnage. Engineered materials such as plywood, oriented strand board, and pressed-wood blocks are exempt because their manufacturing process already destroys pests. This distinction matters at the buying stage, since choosing a pallet built on pressed-wood or plywood components can sidestep ISPM-15 treatment entirely for certain export lanes.

The mark and what each element means

The IPPC mark is a small stamped or branded logo that carries specific information. It shows the IPPC wheat symbol, a country code, a unique registration number identifying the treatment facility, and a treatment code indicating the method used. Border inspectors read this mark to confirm the wood was processed by an accredited producer, so the stamp is essentially a passport for the pallet.

The mark must appear on at least two opposite sides of each pallet, be legible and permanent, and never be handwritten or drawn, since a hand-marked stamp is treated as fraudulent. The unique registration number ties the pallet back to a specific licensed facility, which means traceability is built in. If inspectors have concerns about a shipment, that number lets them audit the source of the treatment.

Treatment methods that qualify

The dominant compliant method is heat treatment, where the wood core reaches at least 56 degrees Celsius for a minimum of 30 continuous minutes, killing insects and larvae. A newer variant uses dielectric heating to reach 60 degrees Celsius for one minute across the profile. Heat treatment is popular because it leaves no chemical residue, does not weaken the wood, and produces a pallet that is safe for food-adjacent and general cargo.

The older chemical route is methyl bromide fumigation, which gasses the wood to kill pests. It remains recognized under ISPM-15 but is being phased down worldwide because methyl bromide is an ozone-depleting substance and a health hazard for workers. Many countries now restrict or refuse fumigated wood packaging, so exporters increasingly default to heat treatment to keep the widest set of destinations open.

Where compliance goes wrong

The most common failure is a missing, illegible, or nonconforming mark on an otherwise treated pallet. Inspectors cannot verify treatment they cannot read, so a smudged or partial stamp gets treated as noncompliant even if the wood was properly processed. Exporters also stumble by reusing a pallet after it was repaired with untreated boards, which technically invalidates the original treatment on that unit.

Bark is another trap. Some destination countries impose bark-free or reduced-bark requirements on top of ISPM-15, because bark can harbor pests that survive treatment. A pallet that passes on treatment can still be held for excess bark. The lesson is that ISPM-15 is a floor, not a ceiling, and specific country requirements sit on top of it, so exporters must check the destination rules, not just the global standard.

The cost of getting it wrong

A rejected shipment at a foreign port is expensive in ways that dwarf the price of a compliant pallet. The goods may be quarantined, re-treated at the exporter's cost, shipped back, or destroyed, and the cargo behind the pallet is delayed the entire time. For time-sensitive or perishable freight, a hold at the border can be more costly than the entire pallet inventory that caused it.

There is reputational cost too. Repeated phytosanitary violations can flag a shipper for heightened inspection, slowing every future shipment. Because the downside is so lopsided, verifying ISPM-15 compliance before departure is one of the cheapest insurance policies in export logistics. Spending a few minutes to confirm the mark beats spending weeks untangling a quarantine.

Sourcing compliant pallets confidently

The practical answer for exporters is to source from a supplier that either operates its own accredited treatment or reliably documents treated stock. A supplier who can hand you heat-treated, properly marked pallets on demand removes the compliance burden from your shipping team and gives you traceability if a question ever arises. That reliability is worth paying a small premium for on export lanes.

It also pays to keep a clear internal rule: never repair an export pallet with untreated lumber and never ship a domestic-grade pallet across a border by accident. Segregating treated export stock from general domestic pallets in the yard prevents the single most common self-inflicted violation. A little separation discipline on the floor is what keeps shipments moving through customs without surprises.
